Phil is a data scientist in the HLS practice in Oliver Wyman’s Toronto Office. Phil currently leads HLS’s Office of Data and Analytics, which focuses on developing, maintaining, and enabling the use of HLS’s suite of analytical tools and databases, codifying analytic methods, and supporting and coaching project teams with their data and analysis needs.
Led the design, development, maintenance, and launch of major claims analytic infrastructure to support provider enablement reporting and analytics for a large regional health insurer.
Responsible for the development, maintenance, and eventual acquisition handover of the foundational claims analytic infrastructure for Oliver Wyman’s internal Practicing Wisely initiative, which focused on reducing unnecessary care, improving patient outcomes, and lowering costs by providing clinicians with quantitatively-backed appropriateness measures.
Led the development and maintenance of an engine to process CMS Medicare Advantage datasets into standardized analyses and National and county level insights.
Phil also worked for multiple major financial services institutions, developing financial forecasting models, data sourcing processes, and Oliver Wyman’s first commercial real estate valuation model.
Phil holds a B.Sc. from Queen’s University in Mathematics and Mechanical Engineering. He is fluent in English and French.
